Our hearts and prayers go out to all of those in Parkland who have been impacted by the shooting at Marjory Stoneman Douglas High School. We pray for each of the families who lost someone that God would comfort them in their mourning. We speak peace to the community shaken by violence. As Parkland, the state of Florida, and the body of Christ deal with the aftermath of the shooting in the coming weeks and months, we pray that all those in authority would have the wisdom of Almighty God and that each of us would operate in the love of Christ and the power of the gospel as we reach out to those in our communities who are hurting and suffering.

While legislators try to figure out what to do in the aftermath of the shooting in Parkland this week, legislative business continued albeit at a slower pace than one might have expected. The Senate floor session was canceled on Wednesday and a number of committee meetings were scheduled for next week, so that bills that haven’t yet passed all of their committees can still be considered. While last week was dominated by education, this week seemed to be dominated by discussions of protecting children and of pornography.

The child marriage ban bill was considered on the floor of the House this week. The Senate version was substituted for the House version and amended to include an exception for 16 and 17-year olds who are pregnant and wanting to marry someone no more than 2 years older with parental consent. Floor debate was lengthy on the issue as some members did not want any exception under the age of 18 and others felt that the pregnancy requirement should be removed (allowing all 16 and 17-year olds to marry someone no more than 2 years older with parental consent). Some Democrats argued that the pregnancy clause was unfair given same-sex marriage or that teens may get pregnant in order to get married. Florida Family Policy Council is supportive of the narrow exception in the bill to allow pregnant teens to marry an age-appropriate partner.

After the House Commerce Committee favorably considered a resolution on pornography as a public health risk on Tuesday, the full House passed HB 7017 on Child Exploitation on Wednesday. The bill increases penalties for child pornography but also makes child morphed porn illegal. Shockingly, this type of pornography, which places the face of a child on an adult’s body, is not already illegal. Unfortunately, the Senate version has only passed one committee and the bill looks like it will not pass the Senate this year.

We are continuing to work hard on the ground in Tallahassee to see good legislation passed before the end of the 2018 session–which is just three weeks away!

Action: The House Health and Human Services Committee, the final assigned committee in the House, heard its version Thursday morning. This hearing was the least contentious of the three House committees with Dr. Kathi Aultman of Charlotte Lozier Institute providing expert testimony on what happens in a dismemberment abortion. Only one opponent to the bill testified in committee and she did not speak to the matter at hand – the killing of a child through dismemberment. Florida Family Action’s Amber Kelly testified on the bill and argued that this was an issue of our humanity. If we would not allow this method to be used as a form of capital punishment then why are we allowing it for an unborn child who has committed no crime? You can watch Amber’s testimony here from 19:13-20:51.

Sadly, the bill did not pass unanimously but rather cleared the committee in a 13-6 party-line vote.

Recognizes the public health crisis created by pornography and acknowledges the need for education, prevention, research, and policy change to protect Floridians.

Action: The House Commerce Committee, the final committee in the House, picked up this resolution on Tuesday afternoon. Rep. Jared Moskowitz (D-Coral Springs) filed a series of amendments prior to the committee meeting, which deleted the language about pornography and inserted a variety of other items as public health crises, including cancer, influenza, gun violence, MS-13, and even a porn actress’ name. These amendments trivialized and minimized the consequences of pornography in our society today. Committee members heard the first amendment, but the amendment sponsor withdrew it before a vote. The remaining amendments were not even heard as Rep. Danny Burgess (R-Zephyrhills) objected to them as not germane to the bill and Rep. Jim Boyd (R-Bradenton), the Commerce Chair, ruled in favor of his objections. This led Rep. Moskowitz to try to table or postpone the bill. Voice votes were called in which Democrats joined with Rep. Moskowitz to postpone the hearing, but the majority voted against such motions.

Amber Kelly in her testimony on HR 157 laid out some of the public health risks of pornography in society today and said that in an era of the #MeToo movement, we must have a discussion about the ills of pornography and their impact on society today. This is not a conservative or liberal issue; a variety of organizations and leaders who are working on combatting human trafficking, as well as the Department of Justice, recognize that pornography fuels sex trafficking. Amber’s testimony on HR 157 can be watched here from 1:59:16 to 2:01:30.

Despite Rep. Moskowitz’s antics and attempts by some Democrats, like Rep. Sean Shaw (D-Tampa), to argue that other issues should be listed as public health crises or risks before pornography, the committee voted 25-1 in favor of the resolution. The resolution is scheduled to be heard by the full House next Tuesday.

The school district cannot require any additional information unless the student chooses to participate in their programs or services. It also exempts fantasy gaming from gambling regulations. The bill is likely to continue to move forward so that the two chambers can enter into negotiations. While the House and Senate appear to be very far apart and the new contract with the Seminoles must still be negotiated, it remains to be seen whether there is time left to even address all of these issues.

The Voter Control of Gambling Initiative, which requires voter approval of any gambling expansion, is on November’s ballot. The Legislature knows that if they are going to expand gambling they will have to do it now as it is widely expected that Amendment 3 will pass this year. Florida Family Policy Council remains opposed to any expansion of gambling in Florida and encourages lawmakers to hold off from expanding gambling before November.

The Senate bill was heard by the Senate Education Committee Tuesday. The bill was amended in committee by the sponsor Sen. Baxley (R-Lady Lake) to clarify liability language for public institutions and add increased accountability for student governments in charge of funding student campus organizations. The bill was highly contested in committee, with some Senators even questioning the need for this legislation. The bill sponsor reminded the committee that restricting free speech to certain areas or groups on public campuses as some Florida universities (and many others around the country) are practicing is setting a dangerous precedent. Not only do these actions silence or alienate those with differing views leading to complete intolerance, but it also violates the First Amendment. One senator brought up the inflammatory example of the KKK as a reason to have waiting periods or restrictions on speech on college campuses. However, as one speaker pointed out, as much as this form of speech is not welcome by society, placing restrictions on any group and not on other groups is an unequal application of rules and is effectively content based discrimination. After further discussion, the bill was passed on party lines 7-4. The bill has one more committee, Judiciary, before it heads to the Senate floor.

Right now, sitting on Governor Scott’s desk awaiting signature, is SB 106 which has been dubbed “Whiskey and Wheaties”. This piece of legislation would remove a requirement for hard liquor to be sold in small package stores paving the way for grocery stores and big box stores like Walmart and Target to sell hard liquor on their shelves along with food products, such as Wheaties. This bill is bad public policy because:

These stores employ teenagers who would have access to hard liquor in the stockrooms or performing duties in the normal course of their jobs

It would increase access to hard liquor which is likely to increase consumption, especially by alcoholics, teenagers, and others at-risk

Large stores, such as Walmart and Target, are not able to monitor these products as easily as small package stores increasing the likelihood that they will be shoplifted and immediately consumed or resold

Hard liquor should not be sold on the shelves of “family-friendly” stores. We don’t allow harmful products (such as cigarettes and pornography) are not sold on the shelves of these stores and neither should hard liquor.

Many liquor stores require their employees to be at least 21 years of age. Many grocery stores and big box stores employ minors.

Whiskey and Wheaties passed on the floor of the House in a 58-57 vote, but late votes and a changed vote now make the vote count 57-63, meaning that it would not pass if the vote was held today. This legislation is being sponsored by large corporations hoping to increase their sales and profits, and it is not being requested by consumers. If the governor vetoes this bad legislation, it will do nothing to ban these products, but the manner and location of which they are sold would continue to be limited. Governor Scott needs to hear from you so that he will veto this BAD legislation.

Please take action and email Governor Scott TODAY. SB 106 is on his desk right now, and he can sign it at any moment. The deadline for him to veto the legislation is May 24th, but he can choose to sign it before then, so time is of the essence. Once you take action, please request that your friends and family do the same. Thank you for taking action and helping to make a difference in our state!

Background

Florida’s Chief Financial Officer (CFO) Jeff Atwater has announced his retirement after the 2017 Legislative Session.

Governor Rick Scott will appoint a new CFO soon and Jacksonville’s Mayor Lenny Curry is one of the finalists for this position.

The CFO is a member of the Florida Cabinet. It is a powerful statewide position and cabinet positions are often used as stepping stones to higher political office, including governor or federal offices. Many people believe that Mayor Curry aspires to hold one of these higher offices.

Lenny Curry is a very attractive and likable person with a very nice family. However, there are very serious concerns regarding his possible appointment as CFO, primarily

What are the Issues with Lenny Curry?

Lenny has proven that he is not a principled conservative and is not willing to fight for what is right.

As the former head of the Republican Party of Florida, Lenny has become the darling candidate of the GOP establishment, but he is not reform minded. This is a politician who is trying to please everyone. He appears to be more concerned with what the left thinks about him than the conservative base who helped get him elected.

Unfortunately, Lenny is earning a reputation as a “Charlie Crist” Republican and one that doesn’t need to be promoted to a statewide office, where he could make unsound decisions which would affect all of Florida’s families and residents.

Lenny cannot be trusted and betrayed local Jacksonville voters by promising several people he would veto any HRO but when the time came, he failed to deliver on this promise.

By executive order, he created special rights for people claiming to be gay and transgender in city government trampling on the rights of thousands of other employers and vendors associated with the City of Jacksonville.

Lenny’s refusal to veto the deceptive and unconstitutional “Human Rights Ordinance” (HRO) in Jacksonville puts women and children in danger by allowing men to use women’s showers, locker rooms, and bathrooms in domestic violence shelters and in other non-profit charities with residential facilities.

If politicians are not willing to fight for laws which defend our first and most fundamental liberty, religious freedom, and they are not willing to fight to protect the dignity, security, and safety of women and children when showering and dressing in intimate spaces, then we are not interested in them serving as elected officials.

He is directly and ultimately responsible for whatever rule is produced by his agency. Please contact him now, it will only take a minute, but it could make a huge difference. Thanks, John Stemberger

PS- The DCF phone hearing took place yesterday but it was typically unfair. The first LGBT noticed hearing weeks ago went over a total of 4 hours to accomodate all the callers. This hearing noticed by faith based groups ended “on time” and precluded many from speaking, including myself and other major leaders, who did not get an opportunity to testify–while LGBT leaders just blurted out and spoke out of turn.

——————————————————————————————————————————————

URGENT ACTION ALERT:

3. Or Attend the DCF rule hearing in person on this Thursday, Aug 4 (11am-12:30pm EST).

Meeting Location: Florida Department of Children and Families, 1317 Winewood Boulevard, Building 1, Room 301G Tallahassee, Florida 32399-0700

(Note: Seating may be limited, please plan to arrive early to receive your visitor pass from the front desk and secure your seat)

TALKING POINTS:

Governor Scott appointed the head of the Department of Children and Families (DCF) Secretary Mike Carroll. Little happens in DCF without the Governor’s office being aware of or having the power to influence decisions.

Governor Scott can and should direct his appointee DCF Secretary Mike Carroll to protect the safety, privacy, and security needs of all of Florida’s children by requiring only girls to be housed in girls’ homes.

Many of the children in Florida’s foster care system come from troubled or abusive homes. Forcing a girl or boy to share a room with a person of the opposite sex, is not only inappropriate, but could also be physically or mentally traumatizing for victims of prior sexual abuse.

The state should be fiercely protecting children and not putting them at risk because of pressure from special interest groups with radical social policies.

The proposed rule change that treats a child’s “gender identity” as the child’s “sex” is deeply disturbing. Children with gender confusion issues need our help, care and counseling. We are not helping them by facilitating and promoting their confusion and gender dysphoria.

Group homes can make special arrangements to accommodate children with gender identity confusion issues without infringing on legitimate concerns about privacy and security on the part of the other young people in these homes.

This rule change is very similar to Obama’s recent bathroom mandate for public schools and does not even attempt to achieve this balance.

The rule would also apply to Florida Baptist Children Homes, Catholic Charities and other faith based group homes forcing them to violate their own religious and common sense convictions about separating children of the opposite sexes, thereby forcing them to place children in their care at great risk.

The proposed rule undermines parent’s rights, because there is no room for a parent (or even a foster-care agency) to determine what is in the best interest of a particular child in a specific situation.

This language would require foster care group homes to accommodate and in-practice encourage a child’s perception of their “gender identity.”

This language would also prohibit any ability for a foster-parent or organization to provide a child with help, assistance or counseling related to their “gender identity” even if they requested it.

One child’s confusion, desires or subjective feelings should not outweigh the privacy or safety and security concerns of all other children.

The state should not be experimenting on these kids with an untested and highly-controversial social agenda to appease left-leaning activist groups in the name of “equality.”

BACKGROUND: PROPOSED FOSTER-CARE RULE CHANGE TO INCLUDE “GENDER IDENTITY”

Earlier this year, the Florida Department of Children and Families (DCF) considered a proposed rule change to treat “gender identity” and “gender expression” the same as a child’s biological “sex.”

Such a change would allow biological boys who identify as girls, to live in the same bedroom as biological girls (and vice versa).

After numerous religious and conservative family organizations in the state shared their concerns about the proposed changes with DCF, the Department removed the language from consideration.

However, in July, after pressure from LGBT groups, DCF with the knowledge of Governor Scott and his office decided to reconsider the language. The proposed rule change being considered at DCF’s next public hearing on Thursday, August 4th can be read HERE.

WE NEED YOUR HELP

We need your help! You have the power to influence our state government to make sound public policy decisions that will help equip our vulnerable foster-care children for life and encourage them to thrive.

THANK YOU FOR YOUR SUPPORT

Thank you for partnering with us on this important issue facing our state. It is important that we continue to unite and make our voices heard on important social issues such as the proper role of government, and the traditional roles of marriage, family structures, and parenting that have served as the foundation of our society for centuries. Please consider supporting our ongoing efforts now with an online contribution HERE.

Rick Scott (R) to fully defund Planned Parenthood in the state, and redirect those funds to the more than 600 community health clinics in Florida.

The campaign – consisting of sustained grassroots and media efforts – will urge, and if necessary, demand that Governor Scott entirely strip Planned Parenthood of all state public funding sources within his influence, particularly the Medicaid contract, which makes up a substantial portion of Planned Parenthood’s taxpayers’ support.

FFPC is asking Governor Scott to take immediate executive action on the following two things:

1) Terminate Florida’s Medicaid contract with Planned Parenthood.

2) Terminate the subcontracts of Title X funds with Broward and Collier County.

Mr. Stemberger sent a letter requesting action to the Governor and his office last week and has received no response or acknowledgment.
